Got a residence permit and plan to drive? A foreign licence must be exchanged for a Kazakh one. Here's the procedure.
A foreigner with a residence permit must exchange the licence for a Kazakh one within 60 days of receiving the permit. You may drive on a foreign licence only during those 60 days — after that you may not drive without a Kazakh licence.
Yes. Since 8 August 2023 a theory exam is required when exchanging — a computer test (usually 40 questions) and a colour-vision check. A practical test is usually not needed. Note: there is no separate exemption for Russian or other EAEU nationals — everyone takes the theory.
Prepare the pack in advance:
The exchange is done at a special PSC (AutoPSC) by appointment via eGov. The state fee is 1.25 MCI (about 5,400 KZT in 2026), plus the medical certificate and translation — usually 10,000–13,000 KZT in total. The licence is usually issued the same day, shortly after the exam.
Licences compliant with the 1968 Vienna Convention on Road Traffic are exchanged under a simplified procedure. If a licence isn't compliant, full training and exams may be required. We'll advise for your country at a consultation.
