How a foreigner gets an e-signature in Kazakhstan

What an e-signature is

An e-signature is a set of cryptographic keys from Kazakhstan's National Certification Authority (pki.gov.kz) that makes an electronic document equal to a hand-signed one. In short, it's your digital signature for confirming actions online.

What it's for

An e-signature unlocks most digital services:

• the eGov/mGov portal and e-government services;
• registering and running an LLP or sole proprietorship;
• tax reporting and electronic invoices;
• signing electronic contracts;
• logging into business online-banking systems.

How to get it: step by step

The e-signature is tied to your IIN, so the order is:

• first get an IIN (in person at a PSC);
• come to a PSC and apply for the e-signature with your passport;
• install the free NCALayer app on your computer;
• save the keys to a secure medium or app and start using them.

Documents, cost and validity

You'll need a valid passport and an IIN (sometimes a notarised passport translation). State issuance is free; paid "1-day packages" are private intermediaries, not a state fee. Validity for foreigners is usually about a year, after which the keys are reissued.

Can it be done remotely

For a foreigner — usually no: personal presence at a PSC is required. Consular issuance has ended, and online issuance with biometrics is mainly for citizens. Plan to get the e-signature in Kazakhstan, together with the IIN.
