An e-signature is a set of cryptographic keys from Kazakhstan's National Certification Authority (pki.gov.kz) that makes an electronic document equal to a hand-signed one. In short, it's your digital signature for confirming actions online.

You'll need a valid passport and an IIN (sometimes a notarised passport translation). State issuance is free; paid "1-day packages" are private intermediaries, not a state fee. Validity for foreigners is usually about a year, after which the keys are reissued.
For a foreigner — usually no: personal presence at a PSC is required. Consular issuance has ended, and online issuance with biometrics is mainly for citizens. Plan to get the e-signature in Kazakhstan, together with the IIN.
