eGov and mGov for foreigners

Many public services in Kazakhstan are available online. Here's what a foreigner can actually do and what's needed.

What it is and why

eGov (egov.kz) and the eGov Mobile app (mGov) are Kazakhstan's unified government-services portal. Through them you get certificates, pay taxes and fees, store digital documents and file applications without visiting offices in person.

What you need for access

For full access a foreigner will need:

  • an IIN entered in the population database;
  • a phone number registered in your own name;
  • an e-signature — for most services (some work without one, via a one-time SMS code).

What's available online

A foreigner can usually access:

  • certificates — e.g. an address certificate, free via an SMS code;
  • tax services and payments, state fees;
  • digital documents in eGov Mobile, including a digital residence permit for ID;
  • special services for foreigners: IIN, residence permit, temporary registration.

Limits for foreigners

Some services and the digital passport are for citizens only. Full access usually needs a residence permit, an IIN in the database, a phone number in your name and biometrics/video ID at app login. So most services are easier to set up while in Kazakhstan.

Tip: install eGov Mobile right after getting your IIN and e-signature — your digital documents and certificates will always be at hand.
